now a responsibility of property
ownership. While the enactment
of the LL97 law is now solidly
underway, there are still work to
be done from those that have yet
to meet the looming expectations
set. Based on 2023 energy
performance, about 8 percent of

properties emit more GHG than
their 2024 cap, while about 57
percent of properties emit more
GHG than their 2030 cap. To
ensure compliance with LL97,
building owners can take the
following action steps:
CHECK ELIGIBILITY
First and foremost, you need to
understand if your building (or if any
buildings in your portfolio) are subject
to LL97 compliance. Refer to the
Covered Buildings List to determine if
your building needs to comply with
LL97 or if there are alternative
compliance pathways for your building.
