INTRODUCTION In 2024, Local Law 97 (LL97) officially began enforcing greenhouse gas (GHG) emissions limits for covered buildings in New York City. With enforcement now underway, the significance and impact for property owners across the city from LL97 moving from policy to practice cannot be understated. What is Local Law 97? Introduced: 2019 Effective from: January 1, 2024 Region(s): New York City, USA 01 Sets carbon caps for buildings over 25,000 square feet 02 Starts in 2024 and drives toward net zero emissions by 2050 03 Allows multiple ways to comply, including for affordable housing 04 Includes large fines for exceeding carbon caps LL97 was first enacted in 2019 as part of a package known as New York City's Climate Mobilization Act and is regarded as one of the most ambitious building emissions regulations globally. In the United States this type of regulation is known as a 'Building Performance Standard', which are designed to drive deep greenhouse gas (GHG) emission cuts from large buildings. With buildings responsible for two- thirds of NYC's annual emissions, this law is extremely important in reducing the overall carbon footprint of the city.
