40+ Cities, Counties, And States Have Committed To Pass Building Performance Policies And Programs By April 22, 2024 (Earth Day) To Reduce Carbon Emissions From Buildings SNAPSHOT OF BPS ADOPTION ACROSS THE U.S. Launched by the Biden Administration, the National Building Performance Standards Coalition comprises a nationwide group of over 30 states and local governments that have committed to inclusively design and implement building performance policies and programs in their jurisdictions. Some states include California, Colorado, and Washington, and cities include New York City, Washington, D.C., St. Louis, Boston, and many others. The National BPS Coalition: The Biden administration announced the first-ever federal building performance standard in 2022, a policy move intended to help achieve net-zero emissions in all federal buildings by 2045. The new standard sets a goal of cutting energy use and electrifying equipment and appliances to achieve zero scope 1 emissions in 30% of building space owned by the federal government by 2030. Federal Building Performance Standards According to the White House, between the federal building performance standards and the addition of California to the coalition, one-quarter of all commercial, federal, and multifamily buildings in the U.S. are either covered by or moving toward sustainable building performance standards.
